The Ministry of Internal Affairs regulation for the foreign passport sets the photo at 35 × 45 mm, in colour or black and white, with the face oval occupying 70–80 % of the height (about 32–36 mm), 5 ± 1 mm of free space above the head, and a plain white background without stripes, spots, objects or shadows. When you apply through Gosuslugi you upload the same picture as a file: JPEG, PNG or BMP, at least 300 dpi (413 × 531 pixels for 35 × 45 mm), 10 KB to 5 MB, 24-bit colour. This preset draws the template on a 413 × 531 pixel, 300 dpi canvas and exports a JPEG that meets the upload rules.

What the regulation requires
35 × 45 mm; the head and upper shoulders in frame; face straight to the camera with a neutral expression, mouth closed, eyes open and not hidden by hair; in focus from chin to hairline and from nose to ears. Face oval 70–80 % of the photo height, top margin 5 ± 1 mm. White, even background. Headwear only for religious reasons and only if it does not hide the face oval. Glasses are allowed if the eyes are clearly visible and the lenses are not tinted.
Gosuslugi file
JPEG, JPG, PNG or BMP; 35 × 45 mm at 300 dpi or better; file between 10 KB and 5 MB; 24-bit RGB (or 8-bit greyscale). The JPEG downloaded here is 413 × 531 pixels at 300 dpi and lands in that range. The portal shows a frame when you upload — the crown and chin should sit on its marks exactly as they sit on this preset's guides.
Printing
Photos for the paper application are printed on matte or glossy photo paper at 35 × 45 mm. Download the 4×6 sheet, print it as a standard 10 × 15 cm photo and cut along the lines; eight photos fit.
Frequently asked questions
How recent must the photo be?
The regulation does not set a number of months; it requires the photo to match your current appearance. A photo that no longer looks like you is grounds for return.
Colour or black and white?
Either is accepted. The preset outputs colour.
Is this also the photo for the internal passport?
The internal passport uses the same 35 × 45 size and a similar face rule under a separate MVD regulation; the digital upload for it has its own limits (JPG, ≥ 600 dpi, ≤ 300 KB). Check the Gosuslugi page for the internal passport before uploading.
