The Bureau of Consular Affairs (BOCA) sets the photo for the Republic of China (Taiwan) chip passport: 4.5 cm high by 3.5 cm wide without border, the head from crown to chin 3.2–3.6 cm, plain white background, colour, taken within six months, two identical prints. For online applications the file must be JPG, RGB, at least 413 × 531 pixels and no more than 5 MB. BOCA also states that composite or mirrored (left-right flipped) photos are rejected — which is why this tool has no mirror button. This preset draws the template on a 413 × 531 pixel, 300 dpi canvas.

What BOCA requires
Colour, half-length, frontal, no hat, all features clear, white background, taken within the last six months, 4.5 × 3.5 cm without border. The head from crown to chin between 3.2 and 3.6 cm — the face occupies about 70–80 % of the photo. Eyes open and clearly visible; no glare on glasses, no tinted glasses; natural expression with the mouth closed. No retouching, and no horizontally flipped images.
Digital file for online applications
JPG or JPEG, RGB colour (at least 24-bit), at least 531 pixels high and 413 pixels wide, file size no more than 5 MB. The downloaded JPEG from this preset is exactly 413 × 531 at 300 dpi, which meets the minimum; choose a larger source photo if you want more pixels.
Printing
Download the 4×6 sheet and print it as a standard 4 × 6 inch photo; cut along the lines. Eight 35 × 45 mm photos fit — you need two identical ones.
Frequently asked questions
Is the Taiwan photo the same as the Japanese or UK 35 × 45?
Same paper size, different head rule: Taiwan asks for 32–36 mm crown-to-chin, the UK 29–34 mm. Use the preset for the document you are applying for.
Why does a mirrored photo get rejected?
Because it no longer matches your face as the chip and border systems will see it. BOCA warns that flipped or composited photos are refused and the fee is not refunded.
Can I wear glasses?
Yes, if the eyes are clearly visible with no reflection on the lenses and the glasses are not tinted. If in doubt, take them off.
